Phase VI Preliminary Engineering Review

The Phase VI PER was published in June of 2019. It will connect Casino 9, Mil Creek Marina, Barclay Hill, Park Ave. and Darin Thruway off the end of Hunter Road, White Oak, right side of Pelican Point, Saddle Road, Lakewood Beach, and Idlewyld Road. This will amount to approximately 350 new connections. Current estimate is for the work to be in 2021 or 2022.

Phase V has been approved.

Phase V will be built with funds provided bt the Missouri Clean Water Fund. GASD will receive a loan of $1.635 million with a matching grant of $1.635 million. Approximately $600,000 will be spent to expand the sewer plant to be better able to handle the heavy summer flow of sewage. The District plans to implement sewers in a portion of Pelican Point off of Highway O, the rest of Moffitt Point, Morgan Hills, and King Road. Paperwork is currently underway.

Phase IV Construction is wrapping up

The contractors are wrapping up the last few houses on Horseshoe Road in Moffitt Point. Ground cleanup will begin as soon as the weather moderates. Putting grass seed on the ground outside of the growing season is not something the contractors will do. Most work will be done by the end of April 2019

Phase IV Construction

After bids were received in May, the award of the contract was made to Sterling Excavation & Engineering and their subsidiary of Ryan Construction Co. Construction began in August with the bulk of construction to be completed by the end of the year.

Phase 5 Preliminary Engineering has begun.

With the receipt of a planning grant from the Missouri Department of Natural Resources, Shoreline Surveying and Engineering, LLC will begin the preliminary engineering work on defining Phase 5. Phase 5 will pick up the rest of the original Phase 4 design that was left unfunded. This will enable GASD to begin sourcing funds for this phase while finishing the construction of Phase 4 currently underway.

Phase 4 Planning

With the receipt of funding from UDSA/RD, planning for Phase 4 is underway.

Phase 4 will connect Millers Rest and Shady Oak subdivisions on Highway O, and subdivisions past the intersection of Magnolia and Grey Eagle Roads. Engineering and right-of-way easements will begin shortly.

Actual construction will probably begin in late summer.

New District Engineer

With the departure of our previous engineer, the Board of Trustees solicited 19 engineering firms for a new firm to proceed with the design and implementation of Phase 4. Multiple firms submitted responses and the Board in conjunction with its General Counsel, selected Jared Wheaton, Shoreline Surveying and Engineering, LLC to be the District’s engineering company. Mr. Wheaton has extensive familiarity with the District having been involved with the prior engineering company which guided Phase 3. Mr. Wheaton’s firm will also be involved with Phase 5 which will continue the portions of Phase 4 not funded in Phase 4.
