Public Notice Open Hearing

A public notice is hereby given in conformity with section 250.233, RSMo., that Hearings before the Board of Trustees of Gravois Arm Sewer District of Morgan County, Missouri, will be held at the district office at 28982 Harbour Rd, Gravois Mills, MO 65037 on Thursday, December 5, 2024 at 9 o’clock a.m. and on Thursday, December 19, 2024 at 5 o’clock p.m. to consider an adjustment of charges for the 2025 sewer services and top on charges. The Board is reviewing its obligation as to charges imposed by financing entities and the need to adjust sewer rates to meet inflation and overhead.

These meetings will be open to the public. Any interested person is invited to attend and to be heard.

Phase VI Update

Gravois Arm Sewer District has received an updated from USDA RD regarding funding for the Phase VI project.

Unfortunately, the district does not qualify for USDA RD funding and there is no DNR financial assistance is available for us.

We are in the process of applying for SRF (State Revolving Funds).

2023 Rate Increase

Beginning with your January 2023 sewer bill, you will see the following changes to your monthly rates:

The Residential dwelling unit(s) and Non-for-Profit:  Old Rate $65.00      New Rate $70.00  

Condos per unit:  Old Rate $59.85       New Rate $64.45

Base Rates for all Commercial:  Marinas, Campground/RV Parks, Motel/Hotel/Resort, Boarding/Rooming House, Manufacturing, Food/Beverage Services, Nursing Homes, Schools, Laundromats, Car Wash, Gas Stations, Convenience Store, Retail/Office;    Old Base Rate $70.64      New Base Rate $76.07   

Per Employee:  Old Rate $1.24       New Rate $1.34

Per Seat:           Old Rate $1.24       New Rate $1.34

Per Room:         Old Rate $11.24     New Rate $12.10

Per Boat Slip:    Old Rate $2.49       New Rate $2.68

Office/Retail Per 1000 sq ft:   Old Rate $16.92       New Rate $18.22

Per Student:      Old Rate $1.24       New Rate $1.34

Per Gas Island:  Old Rate $62.41     New Rate $67.21

Campground/RV Parks space fees will increase from $4.00/space to $6.00/space.

Phase V Construction Starts

Smico from Odessa, MO will be the contractor to build the 2nd aerator ring on the outside of clorifier 2 ring done during the initial construction of the plant. Magli will be the contractor to connect 147 additional customers to the system. The bulk of the customers will be of of Highway P from Morgan Hills, Moffitt Point and Kenroe Acres. Additional customers will be from the left side of Pelican Point subdivision off Highway O.

Phase VI Preliminary Engineering Review

The Phase VI PER was published in June of 2019. It will connect Casino 9, Mil Creek Marina, Barclay Hill, Park Ave. and Darin Thruway off the end of Hunter Road, White Oak, right side of Pelican Point, Saddle Road, Lakewood Beach, and Idlewyld Road. This will amount to approximately 350 new connections. Current estimate is for the work to be in 2021 or 2022.

Phase V has been approved.

Phase V will be built with funds provided bt the Missouri Clean Water Fund. GASD will receive a loan of $1.635 million with a matching grant of $1.635 million. Approximately $600,000 will be spent to expand the sewer plant to be better able to handle the heavy summer flow of sewage. The District plans to implement sewers in a portion of Pelican Point off of Highway O, the rest of Moffitt Point, Morgan Hills, and King Road. Paperwork is currently underway.

Phase IV Construction is wrapping up

The contractors are wrapping up the last few houses on Horseshoe Road in Moffitt Point. Ground cleanup will begin as soon as the weather moderates. Putting grass seed on the ground outside of the growing season is not something the contractors will do. Most work will be done by the end of April 2019

Phase IV Construction

After bids were received in May, the award of the contract was made to Sterling Excavation & Engineering and their subsidiary of Ryan Construction Co. Construction began in August with the bulk of construction to be completed by the end of the year.
