A rate structure for a sewer district is based on one of two means of measuring the amount of sewage produced. If there is a water meter, the sewage generated can be based on the amount of water used. If there is no metered water, then the rate must be based on generating enough revenue to pay the costs of the sewer system operation. Gravois Arm Sewer District is a revenue based system.
